Royal Thai Army: ”Border Loudspeakers“ Express Thai Discontent Over Territorial Violations, Not Aggression.

กองทัพบกเผย “เสียงลำโพงชายแดน” สะท้อนความไม่พอใจของคนไทยต่อการบุกรุกพื้นที่ โดยไม่มีเจตนารุนแรง

        จากกรณีที่ พลโทหญิง มาลี โสเจียตา โฆษกกระทรวงกลาโหมกัมพูชา ได้แถลงถึงการนำคณะผู้สังเกตการณ์ชั่วคราว (IOT) เข้าตรวจสอบพื้นที่หมู่บ้านซุกค์ และหมู่บ้านเปรยจัน ตำบลโอเบยเจือน อำเภอโอโจรว จังหวัดบันเตียเมียนเจย ประเทศกัมพูชา (ด้านตรงข้ามบ้านหนองหญ้าแก้ว ตำบลโคกสูง อำเภอโคกสูง จังหวัดสระแก้ว) ภายหลังได้รับรายงานว่ามีการออกอากาศเสียงจากลำโพงในฝั่งไทย ซึ่งมีลักษณะเป็นเสียงที่ก่อให้เกิดความตื่นตระหนกและรบกวนการพักผ่อนของพลเมืองกัมพูชา โดยเฉพาะกลุ่มเปราะบาง อันเป็นการละเมิดหลักมนุษยธรรมและบรรทัดฐานสากล

        พลตรี วินธัย สุวารี โฆษกกองทัพบก ได้ออกมาชี้แจงว่า ก่อนอื่นต้องทำความเข้าใจบริบทของพื้นที่ดังกล่าวก่อนว่า เป็นพื้นที่ที่ฝ่ายกัมพูชาบุกรุกเข้ามาในเขตไทย มีความขัดแย้งมาอย่างต่อเนื่องและอยู่ในสถานการณ์ที่ไม่ปกติ โดยที่ผ่านมาจนถึงปัจจุบันก็ยังพบว่าฝ่ายกัมพูชามีการจัดตั้งมวลชนร่วมกับเจ้าหน้าที่ทางการ เข้าขัดขวางและยั่วยุต่อฝ่ายไทย ทำให้ประชาชนคนไทยได้รับผลกระทบและเกิดความไม่พอใจจำนวนมาก จนหลายกลุ่มได้ออกมาแสดงออกด้วยวิธีต่าง ๆ เพื่อกดดันชาวกัมพูชาและเรียกร้องให้เจ้าหน้าที่รัฐเร่งดำเนินการจัดการกับปัญหาดังกล่าว หนึ่งในนั้นคือการใช้เครื่องเสียงเปิดเสียงในลักษณะที่อาจทำให้ประชาชนกัมพูชาเกิดความไม่สบายใจ

      โฆษกกองทัพบกยังได้กล่าวต่อว่า การแสดงออกของชาวไทยในการเปิดเครื่องเสียงดังกล่าวนั้น เป็นการแสดงออกด้วยวิธีที่ไม่ใช้ความรุนแรง เพื่อแสดงความไม่พอใจที่ฝ่ายกัมพูชาบุกรุกแผ่นดินไทย และบิดเบือนสร้างเรื่องราวตลอดระยะเวลาที่ผ่านมาโดยไม่พยายามแก้ไขปัญหาที่เกิดขึ้น ในทางกลับกัน หากมองย้อนไปที่ฝ่ายกัมพูชา จะพบว่าเมื่อมีการชุมนุมมักใช้วิธีก้าวร้าวและมีสิ่งเทียมอาวุธเข้าทำร้ายเจ้าหน้าที่ไทยจนได้รับบาดเจ็บ ซึ่งเมื่อพิจารณาแล้วจะเห็นได้ว่าฝ่ายกัมพูชาควรหาทางแก้ไขปัญหาอย่างยั่งยืน แทนที่จะออกมาเรียกร้องต่อการกระทำของฝ่ายไทยในกรณีที่เกิดขึ้น

      ที่ผ่านมามาตราการต่างๆ ที่ฝ่ายไทยจะต้องนำไปใช้ในการแก้ปัญหา จึงต้องมีความระมัดระวังเป็นพิเศษ  เพื่อไม่ให้เข้าทางของกัมพูชา  

      

     ทำให้ในทุกๆ วิธีการที่อาจถูกนำมาใช้เป็นองค์ประกอบสนับสนุนในการแก้ปัญหาในพื้นที่ของ จ.สระแก้ว นั้น  เจ้าหน้าที่ได้คำนึงถึงหลักสิทธิมนุษยชนควบคู่ไปด้วย  เพื่อให้เห็นว่าการบังคับใช้กฎหมาย ยังคงเลือกวิธีที่จะก่อให้เกิดอันตรายน้อยที่สุดก่อน

Regarding the case where Lieutenant General Maly Socheata, spokesperson for the Cambodian Ministry of Defense, issued a statement about bringing the IOT to inspect the areas of Souk Village and Prey Chan Village, O'Bei Choan Commune, O'Chrov District, Banteay Meanchey Province, Cambodia (directly opposite Ban Nong Ya Kaew, Khok Sung Subdistrict, Khok Sung District, Sa Kaeo Province) after receiving reports that there was audio broadcast from loudspeakers on the Thai side, which was of a nature causing panic and disturbing the rest of Cambodian citizens, especially vulnerable groups, constituting a violation of humanitarian principles and international norms.

     Major General Winthai Suwaree, Army Spokesperson, came out to clarify that first, it is necessary to understand the context of the said area—that it is an area where the Cambodian side has encroached into Thai territory, there has been ongoing conflict, and the situation is abnormal. From the past until present, it has been found that the Cambodian side has organized civilian groups together with government officials to obstruct and provoke the Thai side, causing Thai citizens to be affected and resulting in considerable dissatisfaction, to the point where many groups have come out to express themselves through various methods to pressure Cambodian people and demand that state officials expedite action to manage the said problem. One of these is the use of sound equipment to play sounds in a manner that may cause Cambodian citizens to feel uncomfortable.

    The Army spokesperson further stated that the expression by Thai people in playing the sound equipment is a non-violent form of expression to show dissatisfaction with the Cambodian side's encroachment on Thai land and distortion of facts throughout the past period without attempting to resolve the problems that have occurred. On the contrary, if we look back at the Cambodian side, it can be seen that when there are gatherings, they often use aggressive methods and have weapon-like objects to assault Thai officials until they are injured. Upon consideration, it can be seen that the Cambodian side should find a sustainable solution to the problem, rather than coming out to protest against the Thai side's actions in the case that has occurred.

 In the past, various measures that the Thai side must implement to resolve the problem have required special caution so as not to play into Cambodia's hands. 

This means that for every method that may be used as a supporting element in resolving the problem in the area of Sa Kaeo Province, officials have taken human rights principles into consideration as well, to demonstrate that law enforcement still chooses methods that will cause the least harm first.
